V2L Not Working While Driving?

My bro attempted to juice up his laptop using the V2L outlet in my car while on the move, but it just didn't cooperate. Is it normal for the outlet to be only active when the car is parked, or am I missing something? Got any tips?

The V2L outlet works when the car is running but not while it is charging.
